Make-safe before demolition
An unsafe structure frequently needs immediate stabilisation before a full demolition can be planned, permitted and programmed. Make-safe is a distinct scope: propping unstable elements, removing material at immediate risk of falling, fencing and securing the perimeter, and closing public access. It buys the time the permit process needs. Make-safe is not demolition and does not require the same lead time, because it removes danger rather than the structure.

- Prop what has to stand. Temporary support to anything still carrying load that cannot be removed yet.
- Weatherproof openings where water ingress is driving further deterioration.
- Secure the perimeter. Fencing, boarding of openings, and closure of any public access.
None of that requires the full demolition permit programme, because it removes hazard rather than the structure. Where a notice has been served, make-safe is frequently what satisfies it inside the notice period while the permanent solution is arranged.
Sequencing a compromised structure
A sound building is demolished top-down in a planned order. A structurally compromised one cannot be assumed to behave that way, because the load path has already changed in ways that are not visible. Three adjustments follow: the engineer's assessment carries more weight than the drawings, remote demolition by machine is preferred over anything that puts people inside or beneath the structure, and the exclusion zone is set wider than the height rule would normally require.
