Demolition Waste Disposal in Cape Town: Streams, Recycling, Licensed Facilities and Records

Separation happens on site, not at the landfill. Once streams are mixed they cannot be economically separated again, and the whole load is charged at the highest applicable rate.

Crushing concrete on site

Broken concrete crushes into granular fill that substitutes for imported material. Crushing removes two costs at once: the disposal tonnage that would have gone to landfill, and the fill that would have been bought in. It needs working space and it is loud. What the records have to show

Disposal evidence is part of the permit file rather than an internal document. The record shows what left the site, when, in what quantity, and which licensed facility received it. Weighbridge tickets and disposal certificates carry that. An owner who cannot evidence lawful disposal carries the exposure, because the waste management plan was submitted in the owner's name.

Where illegal dumping lands

A quote materially cheaper than every other quote is usually cheaper because the rubble is not going to a licensed facility. Illegal dumping is prosecuted, and liability attaches to the waste generator as well as the transporter. That generator is the property owner. Asking a contractor which facility receives each stream, and asking for the disposal records afterwards, is the check that prevents it.

Why disposal is such a large share of a demolition price

Owners expect the demolition itself to be the cost. On most jobs the material leaving the site costs more than the work of bringing it down, and three multipliers explain why.

  1. Demolition waste is dense. Masonry and concrete are heavy relative to their volume, and disposal is charged by weight. A modest house generates a tonnage that surprises people.
  2. Every load pays for a round trip. Distance to the receiving facility is a direct multiplier on the transport cost, and it applies to every single load.
  3. Mixed loads are charged at the worst rate in them. One contaminated stream drags the price of the whole load.

That is also why crushing on site is worth doing wherever there is space: it removes tonnage from the transport bill and replaces material that would otherwise be bought in.

Waste separation is decided by the demolition sequence rather than by sorting afterwards. Material leaves in roughly this order, and each phase is a distinct stream.

What cannot go to a general landfill

Several materials common in Cape Town demolitions are excluded from ordinary builders rubble disposal and need their own route. Sending them in a mixed load is both unlawful and expensive once identified at the weighbridge.

Reducing what leaves the site at all

The cheapest tonne of waste is the one that never becomes waste. Four levers do most of the work, and all four are decided before the machine starts rather than afterwards.

What to ask before appointing

Two questions establish whether disposal has genuinely been priced: which licensed facility receives each stream, and whether the disposal records will be handed over on completion. A contractor who can answer both immediately has costed the work. One who cannot has either not priced disposal or is not planning to do it lawfully.

Contaminated ground

Some sites carry contamination that only appears once the structure is off. Old workshops, filling stations, vehicle repair areas, buried fuel tanks and long-standing industrial use all leave residues in the soil beneath. Contaminated soil is a hazardous stream with its own testing, handling and disposal route, and it is not something a demolition quote can price in advance without knowing the site history. Where the previous use suggests it, testing happens before the ground is disturbed rather than after a load has already left the site.
